Brief explanation About Government of Flanders Scholarships  :

Outstanding students from all around the world are given scholarships by the Flemish Ministry of Education to attend master's programs in Flanders and Brussels. The program aims to highlight Brussels and Flanders as premier study destinations.

Eligibility Criteria 

  • The candidate submits an application to enroll in a master's program at a Flemish higher education center.
  • The candidate should have exceptional academic ability or potential:
    • 3.5 out of 4.0 is the student's Grade Point Average (GPA)

  • The student has solid English language skills:
    • a minimum IELTS test band score of 7.0 overall
    • a TOEFL score of at least 94 overall
    • Common European Framework of Reference level C1
    • or a comparable score on an other official language test (recognized by the host institution)
    • IELTS and TOEFL online language tests will also be accepted:
      • IELTS Indicator (https://www.ieltsindicator.com/) and TOEFL iBT Special Home Edition are also available online at https://www.ets.org/s/cv/toefl/at-home/.
  • A master's program applicant at an arts institution must at the very least:
    • a minimum IELTS test band score of 6.5 overall
    • a minimum TOEFL test score of 90 overall
    • Common European Framework of Reference level B2
    • Alternatively, a similar score on a different certified English language test (recognized by the host institution)

  • The student's information is also reviewed academically by the host institution. For the scholarship to be awarded, the student must be accepted by the host university. Even if the host university chooses to accept the student after the Master Mind Scholarship program selection, this requirement still holds true.
  • There can only be one Flemish higher education institution that recommends the applicant. The applicant must select one Flemish higher education institution to submit his or her application to the Mobility Online tool if they have been preselected by more than one Flemish higher education institution.
  • All nationalities can apply, with the exception of Russian (see news item for further information). The preceding degree should have been earned from a university outside of Flanders. The Master Mind Scholarship is still available to international students who have taken credit mobility courses at the hosting Flemish higher education institution.
  • It is not possible to apply if you are currently enrolled in a Flemish higher education institution. The only exemption is provided for overseas students who are already enrolled in a specified preparatory program at the time of their application in Spring 2023 in order to begin a master's degree in September 2024
  • The following programs are excluded from eligibility for the Master Mind Scholarship for the academic year 2024–2024:
    • programs for preparation
    • Programs for bridging
    • Distance education
  • During the master's program, student mobility to partner institutions outside of Flanders and Brussels is permitted. However, the master's program requires that at least 50% of the study credits be earned at the Flemish host university.

Scholarship Value 


If an application was made for a two-year Master's degree, the scholarship is worth €9 600 for the academic years 2023–2024 and €9 600 for 2024–2025.

How to Apply


Don't Apply directly, Send the host institution your application. The eligible applications are preselected by the host school. Before the deadline of April 28, 2024, 23:59 GMT+1, the host institution verifies and submits the completed application file via the Mobility-Online service. Applications that have been verified but have been submitted after April 28, 2024, 23:59 GMT+1, will not be accepted. you can find detail here about how to apply via host
