Scholars receive financial assistance.

Scholars studying in New Zealand with a full Manaaki New Zealand Scholarship receive:

  • Tuition is paid in full.
  • A weekly living allowance (stipend) of NZ$531 is provided.
  • an establishment allowance of NZ$3000. You can use it to pay for things like lodging, textbooks, and other school supplies.
  • medical coverage (stay New Zealand)
  • Tutoring costs up to NZ$1000, plus travel to and from your home country.
  • Insurance for travel.
  • During the scholarship, you will be able to travel back home.
  • MIQ (managed isolation and quarantine): NZ$1000 reintegration allowance.
  • Many postgraduate students will benefit from assistance with research and thesis costs.

ELIGIBILITY CRITERIA FOR MANAAKI NEW ZEALAND FULLY FUNDED  SCHOLARSHIPS 2024 /2025

  •  must be at least 18 years old. Applicants applying for the Samoa Foundation intake may be as young as 17 years old when they begin their scholarship.
  • Before coming to New Zealand, they must pay for the cost of a visa application and any medical tests.
  • Check the relevant immigration website for student visa requirements before applying for a visa.
  • Before visiting New Zealand, all foreign nationals must be immunised against COVID-19.
  • When applying for a Manaaki New Zealand Scholarship, you must provide English language test results.
To study for a postgraduate qualification, you must generally have at least:


    • an overall IELTS score of 6.5 and no band less than 6.0.
    • a TOEFL score of 90 on the internet-based test, with a writing score of 21.
    • PTE Academic score of 58 overall, with no communicative skills score lower than 50.
    • a Cambridge Academic English (advanced) overall score of 176 with no bands below 169.
  • In general, to study for an undergraduate degree, you must have at least:
    • an overall IELTS score of 6.0 and no band less than 5.5.
    • a TOEFL score of 80 on the internet-based test, with a writing score of 21.
    • a PTE Academic score of 50 overall, with no communication skills score lower than 42.
    • an overall Cambridge Academic English (advanced) score of 169 with no bands lower than 162.
  • Scholars must contribute to the social or economic development of their country for at least two years after completing their scholarship studies.
  • Applicants for postgraduate scholarships must have relevant work experience.

Eligible Pacific countries:

Citizens of eligible Pacific countries have two full scholarship options. Eligible scholars can study in New Zealand or at a university in the Pacific.

Option 1: New Zealand study scholarships

Federated States of Micronesia, Fiji (postgraduate only), Kiribati, Marshall Islands, Nauru, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, Vanuatu

Note - Cook Island scholars have their own scholarship, which is administered by the Cook Islands Ministry of Education and funded by the New Zealand Government.

Tokelau scholars can currently only apply for Short Term Training Scholarships.

There are several levels of study available for Pacific countries based on MANAAKI NEW ZEALAND FULLY FUNDED  SCHOLARSHIPS 2023 


  • Bachelor's Degree (3-4 years)
  • Postgraduate Diploma (6 months)
  • Postgraduate Certificate (1 year)
  • Master of Science (1-2 years)
  • PhD (3.5 years) (3.5 years)

Scholarships to study at a Pacific university are an option number two.

Kiribati, Niue, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu are eligible Pacific countries.

There are several levels of study available:
These qualifications can be obtained at one of four universities in Fiji, Papua New Guinea, or Vanuatu:

  • Bachelor's Degree (3-4 years)

  • Postgraduate Certificate (1 year)
  • Master of Science (1-2 years)
  • PhD (3.5 years) (3.5 years)

Asian regional countries.

Cambodia, Indonesia, Jordan, Lao PDR, Malaysia, Mongolia, Myanmar, Nepal, Philippines, Thailand, Timor-Leste, and Vietnam 

African  regional  nations.

Algeria, Angola, Botswana, Djibouti, Eswatini, Egypt, Ethiopia, Ghana, Kenya, Lesotho, Malawi, Mauritius, Morocco, Mozambique, Namibia, Nigeria, Rwanda, Senegal, South Africa, Tanzania, Tunisia, Uganda, Zambia, and Zimbabwe are among the countries represented.

Countries in the Caribbean.

Belize, Dominica, Dominican Republic, Grenada, Guyana, Haiti, Jamaica, St Lucia, St Vincent and the Grenadines, and Suriname are among the countries represented.

Countries in Latin America

Argentina, Bolivia, Brazil, Colombia, Costa Rica, Cuba, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, and Venezuela are among the countries represented.

Commonwealth nations

As a result of COVID-19, we regret to inform you that no Commonwealth tertiary scholarships are available for the 2023 selection round.

Application Process

The scholarship application process varies by country or region.

For all eligible countries and regions, the 2024 tertiary Manaaki New Zealand Scholarships application portal will open at midnight on February 1, 2024 and close at noon on February 29, 2024.


Apply to study in New Zealand if you are from the Pacific region.


Residents of eligible Pacific nations are presented with two comprehensive scholarship options. Qualified scholars have the choice to pursue their studies either in New Zealand or at a university within the Pacific region.

Option 1: Scholarships for Study in New Zealand

Pacific countries eligible for this option include:

  • Federated States of Micronesia
  • Fiji (postgraduate only)

Our goal is for Pacific scholars selected in 2024 to commence their studies in New Zealand from Semester 1, 2025.

Option 2: Scholarships for Study at a Pacific University

Pacific countries eligible for this option include:

  • Kiribati

  • Tuvalu
  • Vanuatu

Study levels available:

  • Undergraduate Degree (3-4 years)
  • Postgraduate Certificate (6 months)
  • Postgraduate Diploma (1 year)
  • Master’s Degree (1-2 years)
  • PhD (3.5 years)

You can pursue these qualifications at one of two universities in Fiji or Vanuatu.

Expected start dates:

Our aim is for Pacific scholars selected in 2024 to commence their studies in their Pacific country of choice from Semester 1, 2025.

Applications are only accepted from citizens of eligible countries. If your country is not listed, you can explore scholarships from other New Zealand organizations.

Pacific countries should apply to Pacific universities.


You can apply for a New Zealand Scholarship to study at one of four universities in Fiji, Papua New Guinea, or Vanuatu if you are a citizen of Kiribati, Niue, Samoa, the Solomon Islands, Tonga, Tuvalu, or Vanuatu.

The scholarship application process differs depending on your country of origin:


Applications from Asian countries to study in New Zealand


Countries in Asia eligible for New Zealand Scholarships include Cambodia, Indonesia, Jordan, Lao PDR, Malaysia, Mongolia, Myanmar*, Nepal, Philippines, Thailand, Timor-Leste, Viet Nam, India, Sri Lanka, Pakistan, Bangladesh, and Maldives.

*Starting in 2024, only ASEAN Short-term Training Scholarships will be available for scholars from Myanmar.

Available study levels are Postgraduate Certificate (6 months), Postgraduate Diploma (1 year), Master’s Degree (1-2 years), and PhD (3.5 years).

Scholars selected in 2024 are expected to commence their studies in Semester 1, 2025.
