ROMANIAN government fully funded scholarship for non-EU citizens 2023 /2024

 MFA Scholarship Program 2023-2024


The annual scholarship programme for foreign citizens offered by Romania through the Ministry of Foreign Affairs for the 2023-2024 academic year, based on Government Decision No. 288/1993, has now begun!


Who is eligible to apply?


  • Foreign nationals from all non-EU countries, with the exceptions listed below:
  • Citizens of Romanian origin or members of Romanian historical communities in Romania's vicinity (eligible for various scholarship programmes); citizens who have requested or obtained a form of protection in Romania;
  • Persons who are stateless and whose presence on Romanian territory is legally recognised;
  • members of the diplomatic and consular corps accredited to Romania or family members of diplomatic and consular corps members
  • Members of the administrative and technical staff of diplomatic missions and consular offices accredited to Romania; staff members of international organisations based in Romania or family members of staff members of international organisations based in Romania; recipients of a Romanian state scholarship for the same cycle of study.

The scholarship applicant may select any of the three study cycles in Romanian accredited higher education institutions:

  • Bachelor's degree: aimed at graduates of high school or pre-university studies who obtained a baccalaureate degree or equivalent, as well as candidates applying for further university studies in Romania. The entire programme lasts 3-6 years, depending on the specialisation chosen, and concludes with a bachelor's exam.
  • Master's degree: aimed at undergraduates, it lasts one year, 1.5 years, or two years and concludes with a dissertation exam.
  • PhD: addressed to graduate students or equivalent, PhD programmes last 3-5 years, depending on the profile of the faculty chosen, and culminate in the presentation of a PhD thesis. To be admitted to doctoral studies and receive the scholarship, the candidate must obtain the written agreement of the Doctoral Tutor, who must be a member of the doctoral school, prior to submitting the application, and also pass the admission interview.

ROMANIAN government fully funded scholarship  recipients are given the following benefits:

a) exemption from the payment of registration fees or any other fees required by application processing, testing for Romanian language skills, participating in the admission contest for doctoral studies, and taking specific aptitude tests; b) funding tuition expenses for the Romanian language preparatory year;

c) financing tuition expenses for actual studies, but not for more than the duration of a university cycle, corresponding to the study programme followed; 

d) granting a monthly scholarship for students enrolled in the Romanian language preparatory year; 

e) granting a monthly scholarship to students enrolled in bachelor's, master's, or doctoral studies, but not for more than the duration of a university cycle; 

f) financing student dormitory accommodation expenses within the allocated subsidy granted through the Ministry of Education's budget;

g) medical assistance in case of medical-surgical emergencies and diseases with endemic-epidemic potential, in accordance with current legislation; 

h) local public, ground, naval, and underground transportation, as well as domestic car, railway, and naval transport, in the same conditions as those offered to Romanian students, in accordance with current legislation.

  • during the courses of students enrolled in the Romanian language preparatory year;
  • During the academic year and legal holidays, but not during the summer vacation, for students enrolled in bachelor's and master's degrees. If students are required to stay at the faculty during the summer vacation for curricular activities or if there are specific legal provisions, their rights are preserved.
  • throughout the calendar year for doctoral students enrolled in full-time learning;
  • another 30 days after completing university studies lasting at least 1 year.

Applicants may choose their preferred study programme in any field, with the exception of Medicine, Dental Medicine, and Pharmacy.

Only Romanian study programmes are available for Bachelor and Master degrees, promoting the Romanian language and culture. At the PhD level, however, applicants can also choose an English or a foreign language programme set by the doctoral school.

The deadline for submitting an application is March 1, 2023.

ONLY through the Study in Romania platform can a scholarship application be submitted.

Candidates can access the platform at https://studyinromania.gov.ro, via the Apply for MFA scholarships button, or directly at https://scholarships.studyinromania.gov.ro. The platform is available in both English and French.
