The DAAD aims to foster good governance and civil society structures in developing and emerging countries through the Helmut-Schmidt-Programme.
Programme Highlights:
Offers future leaders master's courses focusing on disciplines crucial for social, political, and economic development.
Equips participants with practical skills for responsible roles in their home regions, promoting democratic and socially equitable institutions.
Eligibility:
Open to graduates from developing and emerging countries with a bachelor's degree or equivalent.
Applicants should possess a well-qualified first university degree with above-average grades in Social and Political Sciences, Law, Economics, Public Policy, or Administration.
Must demonstrate a commitment to contributing actively to the development of their home countries/regions and have relevant practical experience.
Funding Coverage:
Full coverage of tuition fees at German higher education institutions.
Monthly scholarships of €934 for living expenses during master’s courses.
Health insurance coverage in Germany.
Travel allowances for travel between Germany and home countries.
Study and research grant, rent subsidies, and family supplements as applicable.
Mandatory German language course in Germany for up to 6 months.
For the "Social Protection" master’s course, an additional sur-place rate of €500 per month is provided in the 4th semester.
Additional Support:
Scholarship holders receive support services from programme coordinators at study locations.
Participation in tailored events, seminars, and interdisciplinary networking opportunities.
Application Process:
All applications must be submitted in English or German.
Clearly indicate that you are applying for the DAAD Helmut-Schmidt Programme (Master’s scholarships in Public Policy and Good Governance).
Applicants may apply for up to two master’s courses listed below.
Read the DAAD selection criteria carefully, tick off the checklist, and complete the list of criteria with your original signature (place and date indicated).
Complete the DAAD application form ‘Application for a research/study scholarship’ once, specifying your selected master’s course or courses, prioritizing them clearly.
If applying for two master’s courses, rank them in order of preference in your motivation letter, providing reasons for each choice.
Submit the application form and required documents to the master’s course(s) of your choice.
Scholarship applications must be made directly to the master’s courses.
Selection Process:
A selection committee comprising professors from participating master’s courses and DAAD representatives will conduct the selection in October/November 2023.
Nominated candidates will be contacted by the DAAD to upload their full documents to the DAAD portal. Do not upload documents unless nominated.
All applicants will be informed in writing of the selection outcome after the process concludes in mid to late December 2023.
Selection Criteria:
Key criteria include academic, professional, and personal motivation for studying in Germany, aligned with the goals of the Helmut Schmidt Programme.
Relevant practical experience, first higher education degree with above-average grades, and meeting formal requirements are crucial.
Specific master’s courses may have additional selection criteria beyond DAAD’s requirements.
Language Skills:
Language skill requirements vary depending on the master’s course. Check the respective course requirements.
Application Documents:
Required documents include a checklist, DAAD application form, motivation letter, curriculum vitae, copies of degree certificates and transcripts, confirmation of professional experience/internships, language skills proof, and a current reference.
Application deadline for all higher education institutions is from 1 June to 31 July 2023.
Application Location:
Submit application documents directly to the master’s course(s) of choice, not to the DAAD.
